It's interesting that you chose a SEason 4 moment for Waverly. When I watch Season 4 I'm always left with an overall impression that Waverly is treating his agents as weapons or tools to a much greater extent than before and though of course they still respect him, it's starting to chafe. (Not so much in Fiery Angel though, but cumulatively.)
Of course a lot of this has to do with script problems and Leo G Carrolls advancing age, but I like to pretend there's some sort of story arc :)
